Following the documentation of Railway I created a root domain (racerating.bg) and a www (www.racerating.bg) then in the DNS settings on my provider I entered the values (addresses) provided by Railway, marked them as CNAME (alias) records, and set the hosts to the corresponding values (racerating.bg and www.racerating.bg).
The status of racerating.bg from the Railway command panel is "Issuing TLS certificate"
And the status of www.racerating.bg is "Waiting for DNS update".
The tech support on my domain provider (superhosting.bg) told me I need to obtain an IP and add it as "A record (IPV4)" on the domain provider DNS settings.
Am I on the right track? Any help would be greatly appreciated.

Your DNS provider would be wrong there, with Railway you can only use CNAMEs, not A or ALIAS types. From the information you provided, you DNS provider does not support CNAMEs at the root, for that you would need to switch your nameservers to Cloudflare, they have a guide for that here -

I contacted them again and they told me that what Railway is asking is incorrect configuration according to the standard RFC 1912 (2.4 CNAME records). Since it's an nationalized domain (.bg) as far as I know Cloudflare doesn't support transfers of nationalized domains. Do I have any other options here?

There is nothing wrong with doing CNAME flattening at the root, I would recommend not taking advice from that support person again.
As mentioned, you would only need to use Cloudflare's nameservers, I did not say you needed to transfer the domain anywhere, please see Cloudflare's guide I linked.
