I had this issue when I enabled metal and then migrated off metal. It never actually disabled the switch. I had to migrate back to where it's supported to get the toggle to show up, disable it, and then migrate again

I have yet to report this as a bug, I should get on that

Did you try using a Dockerfile instead of Railpack?

I'd suggest you do what Medim suggested, use a Dockerfile (if you haven't yet)
