Docker deployments stuck on "Creating containers"

Hello,

following the latest slow builds, I'm encountering a continued issue where my deployments are hanging on container creation for 30+ minutes.

My config is github actions -> docker build -> triggering railway deployment.

I've turned off Metal and also redeployed multiple times.
