Docker image deployments are failing

"I'm on the Hobby plan and Docker image deployments are failing immediately with 'error deploying from source' and no logs — even hello-world fails. No credit card issues showing in billing."

I am trying to deploy a Docker image called voyz/ibeam:latest. When I click deploy I immediately get two notifications: 'Deploying service from voyz/ibeam:latest' followed by 'There was an error deploying from source.' There are no logs generated at all. I also tried hello-world and got the same result. It seems like the image is not being recognised.
