Dockerhub was down, deploy queue is full
When I try to add a service - I am already on Hobby Plan

do you have an idea how long it will take? if i'll upgrade to pro it will solve the problem for me?

The incident has now been resolved. Deployed services were unaffected and you should be able to deploy again now
For future reference, yes upgrading to Pro would have allowed you to deploy
