I have not been able to use the sync feature on my Hobby account. Has anyone else encountered issues? See the attached gif

But to directly answer your question, no the sync feature is not limited to Pro, you are experiencing a bug where you are shown that you have settings to sync, and upon starting to sync the system realizes that there is nothing to sync and disappears.
Please know that we have a ticket for this, and it is a non-blocking issue, it would not prevent you from using the sync if you actually had different settings to sync.
