If I remember correctly, I believe that you do need an active deployment for the SSL certificate to be issued. Additionally, since it has been quite a while ago since you have added the domain, there is a possibility that Railway is no longer checking for DNS updates for your domain. I would suggest you to deploy your service to have an active deployment und readd your domain to Railway (as in removing it from your service and adding it again).
