"I am trying to get my free domain hazelwoodtracker.com through Railway but ICANN Lookup shows the domain doesn't exist in any registry. Cloudflare also can't verify it. I cannot access it through Spaceship either. I need help — was this domain actually registered?" I went to cloudfare and entered the dns. But not getting anything when i try to use icann lookup

We don't show any domain purchase for "hazelwoodtracker.com" in your account. Adding a custom domain in your service's networking settings does not register it - you need to either purchase the domain through railway.com/domains or buy it from an external registrar and then add it as a custom domain.
