To correct my earlier message, the WHOIS data you shared shows the domain registration is still active until 2027-06-15 UTC, so it has not expired. You should be able to transfer the domain to another registar if you don't like something about your current registar. For instance GoDaddy constantly tries to upsell domain add-ons. I cant stand being pestered for money. So I moved domains to namecheap. Railway should allow you to do this, or allow you to either transfer the domain to your friend or allow access to your domain so that he can park there or host his webstack there. If you transfer to another registar, you will have to pay the 11.28 (namecheap charges)to move. You may able to just sell domain to your friend. You could put it on atom and do it that way or rent it to them. You just have to point nameservers to ns1.atom.com and ns2.atom.com
