Doubts regarding plan change

I'm checking my usages, and had a doubt. I'm currently on Pro Plan, and since some optimizations, it's a bit excessive for our current deployments. It costs 20 U$D base per month, but it covers the first 20 U$D in usage, right?

Like, downgrading to Hobby (5 U$D monthly) won't make a change in pricing since the 15 U$D "Saved" would be charged due to usage, am I understanding correctly?

Also, resource limits would be decreased (eg, max memory, max vCPU, etc)

Also, I'd make sure that you aren't using public networking when you can use private instead (eg, backend to database, etc), though that might not be the case.

Yeap, that is covered! Most of the cost is purely ram based
