Your MySQL volume is intact with your data still on it. We're not able to grant access to services or generate dumps on suspended accounts, but the path forward is straightforward: subscribe to a paid plan at your workspace billing page, and your MySQL service will come back online automatically. Once it's running, you can connect and run your export yourself.
