I added the /.railway/railway.ts IoC file and ran railway config apply and while everything seems to be working fine, the Railway UI still refers to my toml files. Is it save to remove the deprecated toml files now? Or is there anything else I need to do?

If everything is working fine according to your IoC configuration, it's safe to remove the toml files. Although I advise to not delete the toml files, but rather move them out of the project first, if everything is okay without them, then you can safely delete.

Thanks - One additional thing that needed to be done was to clear out the Config-as-Code path in the settings for each service. Once I did that everything deployed as desired.
