When trying to use the command php artisan migrate --force

it gives a does not connect to the DB. I have already checked all the fields DB_CONNECTION

DB_HOST

DB_PORT

DB_DATABASE

DB_USERNAME

DB_PASSWORD

and they are correctly configured, even so it does not connect
