Your "keen-nurturing" service has no recorded deployments or logs, which confirms deployments are failing before they start. We also see several other Evolution API service attempts in the same project with a similar state. This typically indicates a broken service configuration that can't be recovered by redeploying. We'd recommend deleting the "keen-nurturing" service (and the other unused Evolution API services), creating a fresh service, and setting the source to the Docker image evoapicloud/evolution-api:latest under the service's Settings > Source section. If the fresh service still fails instantly, let us know and we'll investigate further on our end.
