Everything Down after Billing Threshold Notification

I got a billing notification that I hit a threshold.
I went an upgrade it and now everything is down. And I don't see a way to restart.
Do I need to go to EVERY project and do what?
All of my projects are affected. Did I lose everything?
How do I get back on track?
