Extremely slow deployment of new Postgres project

I created two new railway projects 10-15 minutes ago with a Postgres service in them. These specific services will not load when I try to open them.

All other projects load just fine.

note: they've never loaded. There's nothing in them, either, it's just a brand new project where I selected Postgres as the thing to deploy initially.

it seems to have finished now, it took 18 minutes though
