Diagnostic: DNS works (3ms) but HTTPS connection fails with ETIMEDOUT

Apparently Facebook has been blocking some Railway IPs. Have you tried migrating to a different region?

Unfortunately there isn't much of a solution here then. Contact Facebook to see if you can get the restriction removed.
