Railways status page was actively investigating an incident as of June 11 at 21:35 UTC. That Deployments may be slow to go out. The issue has been resolved by now and a redeploy should work.
If its still not deploying go to your service --> Settings --> Scale. Find the Region setting and switch to a different one. Then redeploy
