I'm using pro plan, I'm paiding fee per month. But now I wanna paid fee per years. Is there any way to do that?

We do not have an annual plan.
So do you have any notification to let me know about the bill payment date of the month? (Send mail, schedule, …)

Invoices happen the same day every month.
I had missed bill, so I asked if there was a notification or send email to avoid missing the bill.

Since the invoice happens at the same time every month we do not have emails go out beforehand.

As Brody said, no. You are welcome to set up your own notifications, but Railway does not send you alerts in advance of billing
