This is more of a general question.
Is it possible to host a VoIP server on Railway? I have my FreePBX server on another service now. I'd be running it on Debian.

you could try running FreePBX on Railway, but VoIP isn’t a great fit here. Railway’s infra is built for web apps and APIs, not real-time SIP/RTP traffic or the persistent storage VoIP needs.
A any other VPS provider would be a better option. You can still host any web app or API that connects to your VoIP server on Railway though
