The trial window is 30 days from account creation, regardless of usage, and your account was created in late January, so that window has passed. To get your services running, you can subscribe to the Hobby plan ($5/month, which includes $5 of usage each month).

If you'd like to keep using Railway without paying, your workspace can switch to the Free plan, which costs $0/month and includes $1 of usage credit each month. Open https://railway.com/workspace/plans, scroll below the Hobby and Pro cards to "...or downgrade your workspace", and click Downgrade to Free. Services on Free run with App Sleeping (serverless) turned on, so redeploy them after you switch.
