You may check https://railway.com/workspace/plans and see if you are eligible to downgrade to the free plan to regain access to your MySQL database by redeploying it. Otherwise, you will have to subscribe to a paid plan (such as the hobby plan) to access your MySQL database again, by redeploying it.
