Description:

I'm attempting to migrate/transfer my project, but a ghost bucket named stackable-envelope is blocking the process and persists despite multiple deletion attempts.

Issue:

The bucket stackable-envelope appears in the production environment UI but is in a corrupted/locked state

I already deleted all the buckets, but they are still showing up.

Attempts to delete it fail repeatedly

Attempts to modify it show the error: "The bucket's region cannot be changed after it was created"

This error prevents me from completing my bucket transfer/migration workflow

The bucket is not detected by Railway's resource search tools, indicating it's in an inconsistent database state (ghost/phantom resource)
