Edit: I did also revoke access on GitHub to railway in-between but it seems the GitHub account is still stored somewhere

Yep, you will need to use your existing GH account before swapping it. What's your intent?

What do you mean use it ?

To confirm my steps so far

1) I had a work Railway account with my GitHub connected. This is my work railway account which we no longer need.

2) I deleted all my projects and removed GitHub connection.

3) deleted my work railway account entirely.

4) revoked access to railway on my GitHub.

5) created a new railway account for personal use.

6) tried to connect my GitHub but this is where it’s now telling me it’s already connected and I cannot continue.

Gotcha, can you give me the GH username?

Sorry to trouble you but I wondered if you have had any luck ? I still cannot create any app from my GitHub.
