It seems no matter what I do, i cannot get railway cli to work in github actions. I'm unable to use the normal railway github app because it only allows 2 speicifc bot user accounts to trigger preview deploys

I've followed the instructions here basically identically and get Unauthorized. Please login withrailway login`

Things i've tried:

• I have both RAILWAY_TOKEN and RAILWAY_API_TOKEN set

• I'm using a token I grabbed from here (https://railway.com/account/tokens) scoped ot my workspace (i see a lot of different information about tokens but besides project tokens, which wont work for this case, I cannot find any other tokens to generate)

Anybody else experiencing this?
