When i go to deploy a repo it states my connection needs refreshed, so I go to refresh and it says
so i went to my account and fully disconnected then reconnected it, worked fine. Go to deploy a repo and same thing as first time.

Try visiting GitHub's installation settings, accept any pending permission updates for the Railway GitHub App, and if the error persists, uninstall the Railway GitHub App entirely from that page, then reconnect it from your Railway account settings.
