I am watching the server and my online game and I see that when I send a message it takes a long time to respond and the players are slow to move.

I don't think there's anything wrong with Railway, has your game always been slow on Railway?

no, since i bought the hobby plan, nothing bad has happened. in fact, the server was running fine.

yea, my recommendation would be tracking metrics like median ping across players through something like new-relic or axios (among other things)

that way in the future, if something happens you'll know what specifically is causing the issue - it's possible it's ping in this case
