I am on the Hobby plan and the problem still persists, don't upgrate your plan.

Same, and a lot of folks have been confused by these messages – resulting in premature upgrades.

Can we get downgraded to free trial plans and refunded after the issue is resolved?

Apologies you were disrupted by this!

The copy issued during the incident was "Google Cloud Networking Degredation. Free/Hobby Builds Disabled. Please Upgrade to Deploy Now" Upgrading to Hobby, as noted by "Free/Hobby builds are disabled", would not have solved your issue.

We will give you $5 in credits as a one-time good faith action. This will be used to offset your next bill with Railway (any amount in credits will be deducted first before your card is charged).

The message is ambiguos. I suggest you updated it for something clearer. I wasn't the only one confused.
