I was setting up my first work space then it said account restricted and I never even got it deployed

Your workspace is currently on a Hobby trial and hasn't been activated with a payment method yet. You can resolve the restriction by completing the upgrade to a paid plan at your billing settings, which will automatically remove the restriction and let you deploy.
