Like, does Railway allow for this or just some UI for if I already have the PostgreSQL database somewhere else?

yea the video is a bit outdated, you can connect to a railway hosted postgres database by using the connection string specified in the POSTGRES_PUBLIC_URL service variable (in the Variables tab)
