Hello, good afternoon, I don't speak English, I would like to know how to solve a charge of 10usd, what did they do to my bank account without my consent, nor did they ask for a dynamic password, I would like to be able to speak with support since I have not been paying railway since last month.

Railway uses a pay-as-you-go model, meaning you pay for the amount of resources you use (with an additional base charge depending on the plan). You pay for your monthly resource usage once a month and that 10 dollars is very likely a cause of that resource usage.
To answer your questions;

You actually did consent to this when you started using Railway as per Terms of Service. You're paying a subscription, it's not a one time charge, so you can expect charges every month. The amount depending on resource usagenor did they ask for a dynamic password
Not sure what this means but if you mean asking for your approval, the charges are automatic to ensure projects stay online but you can switch to a credit-based plan if you'd like to be in control of charges
And how do I resolve this if I don't want to pay nor do I want the subscription? It is assumed that I was no longer paying railway

The fact that it's 10 dollars means you did incur resource usage while you were not using Railway, you're not likely to get a refund for that
To prevent future charges, you'd need to delete your account in your [account settings]() or you can go to [account billing]() then Manage Subscription and Cancel Subscription

There is no channel or email where I can make or request a refund. This was done a few minutes ago today.

There is but I'm very doubtful you'll be granted one
you can request a refund in the above mentioned account billing page, you'll see a Refund buttron on your last payment under Billing History
