The deployment build succeeds, but it is stuck indefinitely at CREATE_CONTAINER with no runtime logs. The previous healthy container was stopped during the handoff.

This service previously had a volume backup restore started after deployment 0df41111-0b5a-4c74-9385-5d06db797beb, and the Railway dashboard still shows the restore as in progress/not settled.

Please force-settle or cancel the stuck volume restore/reconciliation operation while preserving the current restored volume and its data. Any new deployment currently hangs at CREATE_CONTAINER.
