Hey, Railway does accept debit cards, as I have been using one myself.

It may sound silly, but do you have enough funds on the debit card you are using with Railway? Railway will charge $1 immediately for verification, this $1 will also be refunded afterwards. Railway will charge the $5 for the hobby plan after the initial $1 verification. So technically you want to have a minimum of $6 on your card, as the $1 refund isn't instantly credited.

From what I have seen in the past, issues like these usually originate back to the provider/bank. Using a different credit/debit card from a different provider/bank is one option, another option is to contact your provider/bank as there is a possibility of them declining Railway's charges.
