I have attached an image of the high memory usage error I am getting. It is under 3 gig and it shows that I have 24 gig available on my pro plan. What do I need to do to fix this?

Try Redeploy Latest Deployment or Redeploy Source Image from the Command Palette

Your Pro plan allows up to 24 GB of memory per replica, but your service has a lower per-service replica memory limit configured (the red dashed line on the memory chart at ~2 GB). You can raise or remove this limit in your service's Settings under Deploy > Replica Limits.
