Is there any chance to get HIPAA BAA without 1000 spent? I made https://zvit.io/ and have only one client who pays me 500 $ per month; I'm currently paying 100 $ for google clound run + sql and hate it.

Sadly, no. We can do minimum spend contracts that are annual commits that will 'top up' your spend on Railway to $1000 if under to facilitate the BAA, but we do not offer it below that threshold.
