Hobby Compute hard limit: maximum billable overshoot and retained storage

Before provisioning a Hobby workload, I need a finite upper bound on the total monthly bill. The planned settings are Compute hard limit USD 10 and Agent hard limit USD 0.

The Cost Control documentation includes CPU, memory, storage and network egress in Compute and says workloads are taken offline at the hard limit: https://docs.railway.com/pricing/cost-control

Is metered Compute billing capped at USD 10, or can delayed metering or shutdown produce billable overage? If overage is possible, what guaranteed maximum dollar amount applies? An enforcement-delay bound would also help, provided it includes delayed usage accounting.

Which volume, backup and restore-copy charges continue after workloads stop, and what retention or capacity controls bound them? For UAE billing, are VAT or other mandatory Railway fees added to the USD 5 Hobby minimum or usage charges?

Please point to a documented billing guarantee or applicable limit. I have not provisioned a workload because I need to establish this bound first.

We don't publish a guaranteed dollar ceiling or an enforcement-delay bound for the Compute hard limit. The Cost Control docs say workloads are taken offline once usage hits the hard limit, and all billable usage shows up in your current usage at railway.com/workspace/usage. We can't give a figure that guarantees the invoice will never go past USD 10. Also, USD 10 is the lowest Compute hard limit you can set. Only the Agent limit can go to USD 0, and at USD 0 no Agent usage accrues.

Storage keeps billing after workloads stop. Volumes are billed while they exist, including when detached or when their service is stopped. Backups are billed for their incremental size at volume rates. A restore keeps both the new volume and the previous, unmounted one, and both are billed until you delete one. Bucket data is also billed after the hard limit suspends bucket access. What caps these: Hobby volumes default to 5GB, manual backups are limited to 50% of volume size, and scheduled backups are kept for 6 days (daily), 27 days (weekly) or 89 days (monthly). The only way to stop storage charges is to delete the volume or bucket, which deletes the data (Backups, Volumes).

For tax, we work it out when each invoice is finalized, based on the tax status and billing details on your workspace at that moment. Any tax shows as its own line on top of the plan fee and usage.
