In the hobby plan I only have $5 in credits? and is the use of credits the same? If in the basic plan my application consumes $4 of credits in the hobby plan, will it also consume $4?

All plans have the exact same rates for the resource costs, so yes, if your app only used $4 in a month that won't change on the Hobby plan, but keep in mind that the resources your app uses is not fixed.
