When I subscribed to the Hobby Plan, I saw that it included $5 of usage monthly, and I didn't reach the maximum usage every month of around 3.5 dollars, but every month the balance was cut by 5 dollars.

Hobby plan itself costs 5 dollars monthly and then you pay for any additional usage past the first 5 dollars of usage.
In your case, you pay 5 dollars for the plan + (3.5 dollars for usage - 5 dollars for the included usage) which leaves you with 5 dollars for the plan and 0 dollars for usage, which is why you're paying 5 dollars a month
