I have a question regarding the hobby plan, if I pay the $5 and I only have a database that is for a personal project, would it last me the entire month? If not, do I have to pay $5 each time my services are turned off?

The hobby plan costs $5 every month for the subscription and comes with an included $5 of usage.

Yes of course, but I can't guarantee you will be able to stay under the included credits though, if you exceed that your card will be charged in addition to the subscription fee.
