I upgraded my workspace to Hobby plan but my app (acspdf.com) still shows the
Cloudflare browser challenge on every request. Even curl requests to
https://acspdf.com/healthz return HTTP 429. I have already redeployed the
service after upgrading. This breaks API access for my mobile app.
Please disable the challenge for my project.

Your service has Under Attack Mode enabled, which shows a browser challenge to every new visitor and blocks all non-browser traffic (curl, API calls). You can disable it yourself in your service's Settings > Edge section by clicking Deactivate, or via the CLI with railway waf under-attack disable.
