Hi, my workspace's deploys are paused with the "Limited Access" banner. Billing looks fine (Hobby plan active, card on file).

Your billing is fine. Hobby plan builds and deployments are temporarily paused right now as part of our recovery from a platform-wide issue. Pro plan deploys continue to process while we work through the backlog. You can follow the progress here: https://status.railway.com/incident/KVZ1Z8GY
Once the restriction is lifted, your services will need to be manually redeployed.
