I want to upgrade to hobby plan for hosting services. Is there anyway to use only 5$/month without extra resouce usage. Many thanks.

The closest you can get to that is setting a usage limit on your account to 5 dollars. There is a limit on how low your usage limit can be and I can't remember if 5 dollars is below the minimum or not but setting usage limits is the closest you can go to automatic control of usage.
Otherwise you'd just need to monitor usage and shut down services as needed, luckily Railway's projected usage is pretty inaccurate for consistent services so that should make it very easy for you to adjust your usage accordingly to ensure you stay below 5 dollars a month.
