I need details about the hobby plan. Below the plan it says: Whoop whoop! You get a $5 monthly discount. You will only pay for usage.
Does that mean I will only have to pay for usage? For example: I have a project that charges $2. Does that mean I will pay $2 or $5 in total? Obviously, if I don't exceed the plan limit

Since the Hobby plan subscription fee is waived, you'll only pay for resource usage that exceeds the $5 included with the Hobby subscription. If your total resource usage at the end of the billing period is $2, you will not be charged. If your total resource usage at the end of the billing period is $9, you'll be charged $4.

It means that as long as you don't go over the limit, the minimum I have to pay to use Railway is $5? That was my last question.

The minimum you will page is your resource usage fee. If it's less than $5, you won't have to pay anything. If it's more, you will pay the difference.
