Title. I want a small volume with an initial size of 1 GB. How do I make that happen? Can someone from Railway do that for me?

theres no need, 1GB or 1TB volume, you are still only charged for the storage you actually use

This doesn't seem to be the case though - empty volumes report about 5% of the storage already used, even when nothing is actually stored on them.

that would be known as the filesystem overhead
Interesting, the volume metadata actually scales linearly with the size of the volume? Last time I inquired about this it was presented as a deterrent against creating overly many empty volumes (so that they actually cost you something even when empty).

for as long as I can remember you've only been able to create a volume with the maximum allowable size by default

the small amount of used storage is the filesystem overhead, not something we have put in place ourselves
