How do I stop the AI Agent from running automatically on failed builds? Its eating my usage.

You can disable the Agent entirely by setting its hard limit to $0 at your workspace usage page - click "Update limits" and set the Agent hard limit to $0. This stops all Agent features, including automatic deployment diagnosis, while keeping your services running normally.
