I would like to keep my project/services but stop it's deployment to prevent that monthly 5USD cost. How can I do this?

you can stop the deployments, but you can't stop the monthly subscription fee, similarly, you can stop watching Netflix, but you are still going to pay the subscription fee, unless you cancel
