How to limit to resource usage to avoid excessive bill

I am planning to switch to hobby plan for testing which cost 5USD/month + resource usage. How to restrict the usage via dashboard such that my bill doesnot cost above certain threshold say 100 USD.

you'll see an option to add a spending limit, in your account usage page

Something to note would be that Usage Limits are only available on the automatic payment plan, if you decide to sign up for the pre-paid plan then the amount of credits you decide to load is the limit.
