You would be looking for app sleeping - https://docs.railway.app/reference/app-sleeping

I'm looking for this feature too, but I could really use a stop button, not app sleeping. I'm building out a multi-service infrastructure and sometimes I just want to stop services, not restart them, not delete them.

Remove the active deployment via it's 3-dot menu, and when you want to start it back up, redeploy it from the removed deployments 3-dot menu.
