I am having issue pointing my domain name to railway.

the cname provided by railway cicuvwlz.up.railway.app for datacoupon.ng when added to https://smartweb.com.ng/ where the domain is purchased does not seem to be detected on railway even when it is added on the smartweb

so thats the non www domain, but you only have the www domain in your dns settings.

but the real issue is that your dns provider does not support root level cnames, you will need to use cloudflare's nameservers

nope, you would need to use nameservers that support root level cnames, please note that this does not have anything to do with transferring domains
