I Can't Deploy the Second Environment for the App

I created a development environment for the app.
I want to configure two environments, development and production, to run in parallel, but the development environment (forked from production) cannot be deployed.
ⓘ Deployment information is only viewable by project members and Railway employees.

Hey,
I'm not sure I understand the issue here, I see two environments in that project and both environments have active deployments.
Where you able to figure this out?
